Duarte Completes Highland Promenade Project Near Metro A Line Station

The City of Duarte is excited to announce the completion of the Highland Promenade Project, a major pedestrian improvement effort designed to make it safer, easier, and more enjoyable for residents and visitors to walk near the Metro A Line Station.

Construction began in June 2025 after the Duarte City Council awarded the construction contract to Green Giant Landscaping, Inc. Funded through a Measure M Grant and Street Improvement Development Fees, the project is part of the City’s ongoing commitment to improving local infrastructure, enhancing pedestrian safety, and creating welcoming public spaces throughout the community.

Project improvements include:

  • Wider pedestrian walkways

  • Enhanced sidewalks and pedestrian pathways

  • High-visibility crosswalks

  • New landscaping and shade trees

  • Decorative tree grates and beautification features

Along portions of Highland Avenue and Metro-owned property, the project created pedestrian zones approximately 14 to 16 feet wide. These improvements were also designed with the future in mind, allowing for expansion into the originally planned 33-foot-wide promenade as nearby properties redevelop over time.

At 1716 Evergreen Street, the City completed an 8-foot-wide pedestrian improvement area that provides meaningful safety and accessibility upgrades while preserving opportunities for future expansion.

The Highland Promenade Project is an important step in Duarte’s first mile/last mile strategy, which focuses on improving access to public transit and making it easier for residents to safely walk between neighborhoods, businesses, and the Metro station. These improvements also support the City’s Strategic Plan goals related to economic development, beautification, and infrastructure enhancements that benefit the entire community.

The City thanks residents, businesses, and community members for their patience and support throughout construction and looks forward to continuing efforts that improve connectivity and quality of life in Duarte.
