On November 3, 2026, elections for members of the Duarte City Council will be conducted in Districts 1, 4, 5, and 6. One City Councilmember will be elected for each district, for a term of four years. The City of Duarte’s next following General Municipal Election will be held on Tuesday, November 7, 2028.

• District 1 – Councilmember Margaret Finlay

• District 4 – Councilmember Tera Martin Del Campo

• District 5 – Councilmember Sam Kang

• District 6 – Councilmember Cesar Garcia

Residents residing in Districts 2, 3, and 7 will not be voting for a City Council representative in the November 3, 2026 election. They will vote for their respective City Councilmember in 2029.

NOTICE IS HEREBY GIVEN that pursuant to Elections Code Section 10224.5, relating to the General Municipal Election to be held in the City of Duarte on Tuesday, November 3, 2026, the following officers are to be elected:

FOUR (4) MEMBERS OF THE CITY COUNCIL VOTED BY DISTRICT:

Nomination papers may be obtained at Duarte City Hall, City Clerk’s Office (1600 Huntington Drive).

Completed nomination papers may be filed during regular business hours of 7:30 AM to 6 PM, Monday through Thursday.  The City Clerk’s office is normally closed every Friday; however, the office will be open on the filing deadline date, by appointment only.

To be eligible to run for City Council, interested residents must meet the following qualifications:

• Be at least 18 years of age

• Be a citizen of the United States

• Be a resident of the City of Duarte and reside in the District which they seek office

• Be a registered voter of the City of Duarte at the time nomination papers are issued

The nomination period for the November 3, 2026 General Municipal Election runs from July 13, 2026, through August 7, 2026. Please note, if an eligible incumbent does not file within the nomination period, the deadline will be extended by five days ending on August 12, 2026.

On Tuesday, March 3, 2020, residents of Duarte voted to approve Measure D, the Duarte Public Safety/Essential Services Sales Tax Measure. Measure D will ensure tax dollars stay local and protect vital public safety and community programs. The new sales tax goes into effect on July 1, 2020, increasing from 9.5% to 10.25%.

On Tuesday, November 8, 2022, residents of Duarte voted to not approve Measure J, an ordinance establishing a minimum wage of at least $25 per hour for defined healthcare workers in the City of Duarte; requiring an annual healthcare workers minimum wage increase beginning January 2024; requiring enforcement at the City's expense; establishing judicial remedies for violations including penalties up to $120 per healthcare worker for each day a violation occurs, attorneys' fees, and treble damages.

On November 5, 2024, residents of Duarte voted to approve Measure QQ, authorizing the City Council of the City of Duarte to adopt an ordinance to permit no more than two (2) storefront retail sales cannabis dispensaries and that taxes cannabis businesses up to 10% of gross receipts to raise up to approximately $2,526,250 annually until ended by voters.
