What if I Want to Become a Candidate for City Council?

November 5, 2024 General Election

On November 5, 2024, elections for members of the Duarte City Council will be conducted in Districts 2, 3, and 7. One City Councilmember will be elected for each district, for a term of four years. The City of Duarte’s next following General Municipal Election will be held on Tuesday, November 3, 2026.

A new City Council district map was adopted on Tuesday, April 12, 2022 after the a rigorous re-districting process which the City is required to conduct by law every 10 years. Based on the new map, some incumbents that currently represent individual districts will be paired up in the same district in the 2024 election if they file for re-election. Districts elections and incumbents for the 2024 election:

District 2 – Councilmember Vinh Truong
District 3 –Councilmember Jody Schulz
District 7 – Councilmember Toney Lewis

Residents residing in Districts 1, 4, and 6 will not be voting for a City Council representative in the November 5, 2024 election. They will vote for their respective City Councilmember in 2026.

NOTICE OF OFFICES AND NOMINATIONS

NOTICE IS HEREBY GIVEN that pursuant to Elections Code Section 10224.5, relating to the General Municipal Election to be held in the City of Duarte on Tuesday, November 5, 2024, the following officers are to be elected:

THREE (3) MEMBERS OF DISTRICT 2 – FULL TERM OF FOUR (4) YEARS

THE CITY COUNCIL VOTED DISTRICT 3 – FULL TERM OF FOUR (4) YEARS

BY DISTRICT DISTRICT 7 – FULL TERM OF FOUR (4) YEARS

I, Annette Juarez, City Clerk/Elections Official, certify that I have furnished nominations papers to the incumbent for District 7. Due to redistricting, there is no eligible incumbent for District 2 and the incumbent for District 3 has not pulled nomination papers.

Nomination papers may be obtained at Duarte City Hall, City Clerk’s office - 1600 Huntington Drive.

Completed nomination papers may be filed during regular business hours of 7:30 am to 6:00 pm, Monday through Thursday. The City Clerk’s office is normally closed every Friday; however, the office will be open on the filing deadline date, by appointment only.

Am I eligible to vote?
In order to vote in any election, you must be a registered voter. The deadline to register or re-register to vote for any election is 11:59:59 p.m. Pacific Time on the 15th calendar day before that election.

The eligibility requirements for voters are:
- A citizen of the United States
- At least 18 years of age or older on or before Election Day
- Not found mentally incompetent by a court of law
- Not serving a state prison term for a felony conviction in a County jail under contract between state and local officials
- Not on parole/probation for a felony conviction as a condition of release from prison/jail
- Your California driver’s license or California identification card number
- The last four digits of your social security number
- Your date of birth
Your information will be provided to the California Department of Motor Vehicles (DMV) to retrieve a copy of your DMV signature. If you do not have a California driver’s license or California identification card, you can still use the online form to apply to register to vote by completing the online interview by 11:59:59 p.m. Pacific Time on the 15th calendar day before an election.

If you are 16 or 17 years old, you can use the County’s online registration application to pre-register to vote.

How can I find out who won the election?

On Election Night, semi-final results will be released from the County Registrar-Recorder/County Clerk’s headquarters located at 12400 Imperial Highway, Norwalk, California. Semi-final results will also be continuously updated and displayed on LA Vote throughout Election Night and during the Official Canvass.
What happens after the election?

Successful candidates will be officially certified by the County with the seating and swearing-in of new City Councilmembers at a future regularly scheduled City Council Meeting.
When are City Council Meetings held?

Duarte City Council Meetings are held on the second and fourth Tuesdays of each month, beginning at 7 PM. Meetings are held in the City Council Chambers, Duarte Community Center, 1600 Huntington Drive. All meetings are open to the public.
When may I vote, and where?

Due to the COVID-19 pandemic, Governor Gavin Newsom signed into law the requirement that ballots be sent to all registered voters, giving voters the opportunity to cast their ballots by mail. For those who wish to vote in person, the County will have a number of vote centers available. Vote center locations will be released closer to the election.

Measure J: An Ordinance Establishing a Healthcare Workers Minimum Wage Ordinance in the City of Duarte

On Tuesday, November 8, 2022, residents of Duarte voted to not approve Measure J, an ordinance establishing a minimum wage of at least $25 per hour for defined healthcare workers in the City of Duarte; requiring an annual healthcare workers minimum wage increase beginning January 2024; requiring enforcement at the City's expense; establishing judicial remedies for violations including penalties up to $120 per healthcare worker for each day a violation occurs, attorneys' fees, and treble damages.
