Andres Duarte School Project EIR
The Duarte City Council will hold a Public Hearing on September 23, 2025 at 7 PM. The meeting will be held at the City Council Chambers (1600 Huntington Drive).
The Duarte Unified School District has initiated a lease agreement with Crestfield Townhomes, LLC to develop the Andres Duarte school site. The project is located at 1433 Crestfield Drive and includes the former school site and Otis Gordon Park.
The proposed project includes 169 townhome units on approximately seven acres of the site resulting in a residential density of approximately 24 units per acre. Otis Gordon park will remain and be renovated and will be approximately six acres.
The project site has a General Plan land use designation of Public Facility and is zoned PF (Public Facility). The proposed project would change the general plan designation to High Density Residential and the zoning to R-4. The project would also require a Site Plan and Design Review and Planned Development Permit approval. A two lot parcel map is proposed to divide the property.

Following the comment period, a public hearing before the Planning Commission. The Planning Commission will make a recommendation to the City Council. There will also be a public hearing by the City Council to make a final decision on the project.
1404 Royal Oaks Project
Project Description: Eleven two-story attached residential townhomes in five buildings. Each building would contain two to three dwelling units, and range in size from 1,341 to 1,594 square feet. The townhomes would include attached garages and a private outdoor patio yard.
Project Location: The project is comprised of two parcels located at 1404 and 1414 Royal Oaks Drive.

Royal Oaks Annexation Project
Project Description: HumanGood SoCal is proposing the annexation of the 19.02-acre property to the City of Duarte. The project site is located in unincorporated County of Los Angeles lands and within the City of Bradbury’s Sphere of Influence.
Project Location: The Royal Oaks Annexation Project is located at 1763 Royal Oaks Drive in unincorporated Los Angeles County, California.

Westminster Gardens Specific Plan Update
Project Description: HumanGood has developed a master plan to accommodate its desired future growth and have submitted an application to amend the existing Westminster Gardens Specific Plan. The City required process for this includes a: general plan amendment, a specific plan amendment and an environmental impact report (EIR).
Project Location: The site is Westminster Gardens, located at 1420 Santo Domingo, which is an existing 32 acre Life Plan Community (LPC). The site currently includes several individual single-story cottage units, single story multi-unit buildings, two-story administrative offices and supporting facilities such as a recreation center and dining hall.
